yeah. i think more the second thing than the first. like there isn't even anything to bottle up yet, they can't get to that point because they're not......really grasping that it's not okay that that happened to them? does that make sense?
Is there perhaps some way you can...hmm. Lead by example, in a sense? Share with them something analogous or at least similar, and model a more appropriate reaction to it?

It's not really about who can do it best, though, is it? It's about who's capable, full stop.
You clearly care about this person. You could try using that as your icebreaker; you'd be surprised how much seemingly impenetrable people sometimes value hearing simple expressions of concern like that.
The point being, bizarre aside...well, aside, that you're perfectly qualified to bring your concerns up with this person. There's no reason to think that you shouldn't be.
